Are the Québécois cheese-eating surrender-monkeys?

OK, I can vaguely cope with a competition only being open to North American entrants; I can't actually see why, but at least it has some sort of vague internal consistency.

But why exclude Québec? If it were the current US Administration, I'd understand, but sf.net and IBM? Can anyone enlighten me as to what the fuck is going on here?
