It's whoever puts a new roll in, which is mostly me as ramtops finds our holder awkward to split open.

I gather that things have been more fraught in the past between her and kalunina: for some reason, a mother-daughter relationship can be more explosive than that within a married couple (I don't suppose you'd understand that, though… ;)
