I think Brad is not overstating the possibility of a civil war ignited by the fall of Roe v Wade decision. There are many other growing tensions developing between the peoples of the U.S., but we haven't had something this deeply dividing since the civil rights act of the early 1960s, a change that happened in some part as response to black activists who rose toward militancy (see http://www.cnn.com/EVENTS/1997/mlk/links.html and search around for the Black Panthers, SNCC, and for other information pretty much eliminated from mainstream history). That was populist rebellion, riots, the sparks of a civil war.
The actions taken by states against each other as they attempt to maintain their control over their new independent destinies will lead to things people have never encountered in this country. Imagine having to have an up to date state exit visa for your kids (since minors have no right to travel freely between states). Imagine people organizing free bus rides for abortions being arrested at the state borders for violating state laws - intent to do crime is now considered a criminal act. Imagine all those states with border patrols and border crossing stops. When these tensions give rise to the loss of reciprocity between states, that could fuel a divisiveness deep enough to begin the Balkanization process.
